Authorities in Angels Camp, California, chased a man identified as Joshua Cowan after an incident of elder abuse occurred in a parking lot. The incident happened on Wednesday, May 13.
Angels Camp Police received a report at about 7:40 a.m. that a man hit a woman on the back of her head. The assault happened in the 1000-block of South Main Street.

When officers arrived at the scene, they found the victim at the parking lot. However, Cowan already fled in her car, with her dog still inside. Witnesses informed the officers that the suspect traveled northbound on South Main Street. Medics took the victim to a hospital where she received treatment for her injuries.
Response officers from Angels Camp Police and Calaveras County Sheriff’s office located the suspect in the 300-block of South Main Street. The officers attempted a traffic stop, but Cowan refused to yield to them. He led the officers on a chase through the Angels Camp Area, which lasted for about 9 minutes.
The suspect eventually stopped fleeing and exited the vehicle in the 300-block of North Main Street. However, he still refused to comply with commands from deputies and officers. Eventually, officers used a stun gun to take him into custody. They also retrieved the victim’s dog, which was unharmed in the vehicle.
Officers booked Cowan into Calaveras County Jail. He faces seven charges, including elder abuse, carjacking, battery, and violation of probation. The suspect won’t be released early because his charges don’t qualify for the California Judicial Council’s COVID-19 zero-bail order.
Police also revealed that the suspect and the victim knew each other, although they failed to disclose further information on that.
