The tragic incident happened near Austin High School in central El Paso, as accident reports indicate.
Beltran was fixing a mechanical issue on a Ford F-250 along with the owner Rafael Casares.
The two men were neighbors who lived in the 3800 block of Memphis, El Paso.
Special Traffic Investigations officers determined that Casares put the vehicle in neutral. He and Beltran were standing in front of the vehicle and trying to start it from the engine bay,
Preliminary information indicates that when they got the vehicle started, it jumped into gear and began to move forward.
Casares was able to get out of the way but the truck pushed Beltran to the ground and ran over him. He suffered fatal injuries.
The El Paso Police Department said the failure to properly secure the vehicle was a contributing factor in the accident.
However, they did not indicate whether Casares would face charges or citations.
The incident was initially reported as one in which a pedestrian suffered serious injuries after being hit by a truck.
Police are treating the incident as a traffic-related death even though it didn’t occur in the typical way.
For the same period last year, there were 23 road deaths in the city.
