Police in Houston, Texas said the accident occurred along North Loop East around 4 a.m. on Tuesday.
Carter was heading east in a Honda Accord when he left the highway for Homestead Road.
As he made his way along the frontage road, he lost control of the car and collided with a truck that had parked on the shoulder of the road. The truck had its hazard lights on.
Police said Carter became trapped inside his car and he died at the scene.
The unnamed driver of the 18-wheeler was not injured, according to accident reports.
Police said investigations suggested that Carter crashed his car because the road was wet.
The victim’s father Ray Dow said he loved his son and what happened didn’t seem real.
Weather conditions, particularly rainy conditions, contribute to a large number of car accidents every year.
Figures from the National Highway Traffic Safety Administration show that in excess of 5,000 fatalities and 400,000 injuries each year are due to weather-related factors.
While heavy rain often leads to poor visibility, light showers can also cause the roadways to become slippery and dangerous.
Hydroplaning is most likely to occur in the first ten minutes after light rain and the water combines with oil residue on the surface of the road.
