Twenty-nine-year-old Demi Millien has been charged with intoxication assault in connection with the incident, according to news stories out of Texas.

The accident happened a little before 7:30 a.m. on Saturday on the westbound service road of the 7300 block of East U.S. Highway 290.
The pedestrian’s name was not released.
According to the authorities, Millien was driving west when her vehicle went off the roadway and crashed into a guardrail and hit a pedestrian who was on the sidewalk.
In addition to having his arm severed above the elbow, the victim suffered a head injury.
Austin police said Millien confessed to hitting the pedestrian.
The police officer who interacted with Millien said he determined that she was intoxicated based on several factors including the results of her field sobriety tests.
