The driver of the Tacoma was identified as 23-year-old Jeanne Coutros. A San Antonio Police Officer originally puller the Tacoma over, but the woman fled from the officer.
Rheiner was taken to Brooke Army Medical Center with what paramedics classified as deadly injuries. It was later confirmed that he had died at the hospital from those injuries.
Police eventually apprehended Coutros and took her into custody. She was charged with intoxication manslaughter and evading the police.
Rheiner was a graduate of the FBI National Academy and the Bill Blackwood Law Enforcement Management Institute of Texas. He began his work for Converse in 1989 and went through the ranks until he was promoted to assistant chief in 2007.
Rheiner retired in 2017, leaving the position in the capable hands of the now appointed Assistant Chief of Police Pam Hunt. She spoke fondly of her time working with Rheiner.
On Wednesday morning, you could still see the debris from the accident that claimed Rheiner’s life.
Police are still investigating the accident. It has not been released if Coutros will be given a bail amount or if more charges will be added once the investigation is completed.
