Delgaillo had a female passenger on the scooter, and the unidentified woman sustained minor injuries. The driver of the vehicle that struck the two fled the scene without stopping to help.

The police are actively looking for the driver, and they have released his identity as Enrique Ortiz, 44. He is five-feet-six, weighs a hundred and sixty pounds, and sports dark, close-cropped hair.

The police have asked anyone with information on the whereabouts of the suspect to contact the Dallas Police Department at the station or its listed landline. A hit-and-run accident is frowned at under Texas traffic laws, and it is considered a criminal offense.

A hit-and-run is also called fleeing the scene of an accident, and prosecutors charge it as a misdemeanor or felony depending on the degree of injury or damage suffered. A person is accused of the offense if the police can link the offender’s vehicle with the accident.

When a person is convicted of either a felony or a misdemeanor, the person faces not less than six months in county jail, not more than ten years in state prison, and a fine as low as $200 and not more than $5000.
