Jorge Luis Montes, a 33-year-old resident of Clint, was driving past in a Hyundai Accent at the same time and he struck Menier.
The El Paso Police Department’s investigators said the victim was not using a crosswalk when the collision occurred.
Menier was taken to hospital with life-threatening injuries and he later died.
Police have not said whether Montes will face charges or citations in relation to the accident.
The Special Traffic Investigations Unit of the police department has taken charge of the investigation.
Menier’s death brought the number of traffic-related fatalities in El Paso to 30 for the year so far. At the same point in 2019, there were four fewer deaths.
There has been a spate of serious accidents in El Paso in recent days, as shown by accident reports and police press releases. Six people were killed while a seventh person was said to be clinging to life in a hospital.
The crashes have included both multi-vehicle smash-ups and single-car crashes. They’ve involved cars, pedestrians, and motorcycles.
Texas typically records an average of ten road deaths each day and it is one of the most dangerous states for pedestrians. Even when overall traffic fatalities declined, pedestrian crashes were on the up.
