On Thursday, March 19, at approximately 9:26 p.m., deputies for the Shasta County Sheriff’s Office spotted a white Honda Accord that was reported stolen by the Redding Police Department.
Deputies attempted to pull over the Honda, but the driver would not stop and fled northbound on Shasta Street toward the Shasta County Sheriff’s Office substation. The driver lost control on a dirt road that was situated behind the substation and ended up crashing into a ditch.

The deputies then reported that the driver fled from the vehicle on foot. A short time later, authorities were able to apprehend the subject. They identified the driver of the stolen vehicle as 24-year-old Blaine Lee McKinney of Burney.
When he was apprehended, deputies found him in possession of Red Pepper Defense Gel. Due to his previous five felony convictions, it was illegal for him to be in possession of the substance. Red Pepper Defense Gel is a police-grade pepper spray that is delivered in a gel form when activated.
Based on research by the deputies, McKinney is currently on parole for a vehicle theft conviction.
McKinney was booked at the Shasta County Jail, where he is facing charges for vehicle theft, possessing a stolen vehicle, felony evasion of the police, parole violation, and unlawful possession of the Red Pepper Defense Gel.
Based on the booking report, McKinney is currently still in jail at this time. He has had bail set at $35,000. His current charges include four felony charges and two misdemeanors.
