An accident report update from San Diego, California, confirmed the authorities identified the victim of an accident that occurred two weeks ago. The San Diego Medical Examiner on Thursday, April 30th, revealed the deceased’s name as Rafael Ismael Moreno Bulman, 66, of Mexico.
The authorities said that the man died from the injuries sustained in an accident that occurred on Wednesday, April 15th. The preliminary report showed that Bulman was driving an electric scooter that collided with a vehicle on the southbound Interstate 805 Freeway.

The 911 call about the crash came in at about 10:50 p.m. reporting a fatal accident on State Route 905 overcrossing in the Otay Mesa/San Ysidro area of San Diego. Officers discovered that Bulman was driving a Vectrix scooter south on the roadway when he collided with a Nissan sedan.
The impact of the collision caused the man to land on the roadway, and the medics pronounced him dead. The driver of the Nissan, identified as a 22-year-old male from San Diego, stopped at the scene and cooperated with the authorities.
The San Diego Police Department and the California Highway Patrol investigated the crash. There is no additional information at the time of this report.
