The authorities did not release the make of the car that struck the deceased and only identified the driver as a 19-year-old male from Madera. The CHP said that there were signs of Starkand being homeless at the time of the accident.
They added that the deceased resided in Merced and Stanislaus County before moving and making Madera her home. The investigation into the cause of the accident is ongoing.
The authorities used the tragic death of Starkand to reiterate the significance of drivers yielding to pedestrians and anticipating them when on the road. Drivers should pay close attention when driving and avoid all forms of distractions that might lead to an accident.
Pedestrians should cross the road only when the traffic light and signals give them the right of way. They should use the designated crosswalks and sidewalks and avoid crossing at intersections. When a crash occurs, quickly file an accident report, and follow the necessary procedures.
