An accident occurred around 1:30 a.m. on the 1200 block of North Oakes Street. The police were called to the scene of a car versus pedestrian accident that claimed the life of a 28-year-old Johnell Hornsby.
Based on the preliminary accident investigation on March 14, a 2014 Dodge Dart was traveling at a high rate of speed down North Oakes Street when it crossed into the southbound lane. The driver of the vehicle was identified as 29-year-old Brian Castillo of San Angelo.

Castillo proceeded to leave the roadway and collided with Hornsby before hitting a street sign and then into a utility pole. Officers determined at the scene that Castillo appeared to be under the influence during the accident.
He was also driving at a high rate of speed when the accident occurred.
Castillo sustained injuries during the accident, but they were considered non-incapacitating, and they did not require him to seek medical treatment.
The Justice of the Peace Fred Buck was on the scene of the accident and pronounced Hornsby dead from injuries sustained in the accident. An autopsy has been ordered on Hornsby.
Castillo was taken to jail and charged with intoxication manslaughter with a vehicle. The level of his blood-alcohol has not been released to the public. The investigation into the accident is currently ongoing.
If police determine that Castillo was leaving a bar or restaurant in his intoxicated state, the establishment he was at could be facing charges as well. This will be determined from the investigation.
