Autumn Frank, 19, and some members of her family were crossing the Marks Avenue at Swift Avenue. Frank was pregnant at the time. Carter, who it is alleged was driving at a high rate of speed, struck Frank. She sustained critical injuries in the collision. Once the paramedics and first responders reached the scene, frantic attempts were made to revive her. However, she succumbed to her injuries and was pronounced dead, along with the unborn child, on the crash scene.

Kenneth Carter left the scene of the accident. Nearly 25 minutes later, he called 911 to report an accident. He said that he believed he had hit a dog. He drove some distance before the vehicle could not drive any further. His wife then picked him up.

He was later arrested and charged with vehicular manslaughter without gross negligence, driving on a suspended license, and hit-and-run. If he is found guilty, he may be sent behind bars for up to four and a half years. However, he may also receive as little as probation. Further accident reports will reveal what penalties are imposed on him.
