The Illinois State Police were called to a road construction zone along Illinois 1 on Monday, March 16. The accident involved two vehicles, both driven by Terre Haute residents.
Reports released by the State Troopers indicated that 26-year-old Jessie G. Cooper was driving southbound on Illinois 1 in a 2014 Toyota Corolla. When he came upon the road construction zone that was set up by the Department of Transportation, he disregarded the worker’s stop sign. He continued into the road construction zone.

In the construction zone, Cooper crashed head-on into a 2004 Chrysler PT Cruiser driven by 65-year-old Willie E. Sebastian.
Sebastian was taken from the scene of the accident to a local hospital where he was listed in critical condition. He was the only one in the PT Cruiser at the time of the accident.
Cooper had one passenger in his car at the time of the accident. 25-year-old Linda Hope Jasmine Soulliere of Paris, Illinois, was taken to the hospital after the accident alongside Cooper. They were both said to have non-life threatening injuries.
There has been no update on the status of those involved in the accident.
Cooper has received citations for failure to reduce speed in order to avoid an accident, no insurance on his vehicle, disobeying a flagger in a construction zone, and DUI with drugs. The accident is still under investigation by the Illinois State Police. Cooper may be facing more charges once the investigation is complete.
