The Texas Department of Public Safety said its troopers were still investigating the May 12 accident.
The crash occurred in the 8100 block of Farm-to-Market Road 306 between Purgatory Road and River Trace Drive.
Safety and education public information officer Sgt. Orlando “Gus” Moreno of the DPS office in San Antonio, said troopers arrived on the scene around 8:30 a.m.
Speaking on Tuesday, Moreno said the 63-year-old West was heading north in a 2015 Chevrolet pickup in wet, rainy conditions.
He reported that West was unable to safely negotiate a bend in the road and his vehicle went into the northbound lane where it hit a 2018 Chevrolet pickup that was traveling south.
That vehicle was driven by 59-year-old Stephen Litchfield. He was taken to Ascension Seton Hays Hospital in Kyle by emergency medical personnel. His injuries were serious.
Public information officer with the Comal County Sheriff’s Office, Jennifer Smith, said West was declared dead at the scene by Precinct 3 Justice of the Peace Mike Rust.
Meanwhile, Canyon Lake Fire & EMS Chief Darren Brinkkoeter said Litchfield had to be freed from his vehicle.
Moreno said all the information released so far was preliminary and it could change as the investigation progresses. More details could be provided in further accident reports.
Moreno took the opportunity to remind drivers to follow the state’s traffic laws, keep distractions to a minimum, control their speed, and drive carefully during unfavorable weather conditions.
Most car accidents are caused by driver actions.
