Investigators gathered that the victims were traveling in a boat on the Rock River when the vessel suddenly stalled. The boat then went over the Steel Dam and rolled over, depositing all its occupants into the underlying water.
The emergency rescue team showed up at the scene a short while later and tried to save the boaters. They pulled the victims from the river. The reports showed that Acosta died at the scene, while Ravelingeen was unstable.
Medics administered CPR on the teenager before transporting him to the UnityPoint-Trinity Hospital, Rock Island. They later transferred him to the Iowa University Hospital. Medical personnel listed Ravelingeen in critical condition before he eventually passed away while receiving treatment.
The two other passengers in the boat survived the wreck. The INDR identified the survivors as Gabriel Rosas Jr., 27, and Oscar Acosta, 15.
The Blackhawk Fire Department, the RFD, and several other local police authorities also assisted in the operation, the accident reports confirmed.
