An uninvolved motorist happened upon the victim lying on the north shoulder of the roadway, in the four-lane corridor, and called 911. Paramedics arrived at the scene within minutes, but Gibbs was unresponsive, and they pronounced him dead.

Dickson said they closed the affected roadway between Warren and Sanderson Avenue for four hours while conducting a preliminary investigation. Officers uncovered that the driver involved accelerated from the scene, making the incident a hit-and-run.

The lieutenant said that all they know about the suspect’s vehicle is it is dark in color. The HPD wants the public’s help in locating the car, and its rider and anyone with relevant information should contact the police department on the listed line.

The California Vehicle Code defines a hit-and-run as an accident where a person involved leaves the crash site without stopping, rendering help to an injured person, or leaving behind his or her contact and insurance information if there’s property damage. Guilty offenders are liable to time in jail amid other punishments.
