The driver involved, identified as 64-year-old Kelly Lynch, fled the scene without stopping to render help to the victim. When first responders arrived, they found Demonila lying on the roadway with extensive injuries and unresponsive, and they pronounced her dead.

The police began searching for the driver and suspect vehicle and located Lynch at his Pinole residence. Officers arrested him on charges of felony hit-and-run and felony probation and remanded him in the Contra Costa County Jail.

The investigators believe drugs or alcohol played a role in the accident, but have not confirmed the existence of one or either of the two at this time. The investigation into the crash is ongoing, and anyone with helpful information should contact the San Pablo PD. Under California law, the penalties for a felony hit-and-run are quite severe. It is punishable by up to four years in jail and $10,000 in fines. When it’s a misdemeanor, it carries a mandatory jail sentence of at least 90 days up to a year.
