San Diego Police Department Officer Robert Heims said the driver performed a wide turn donut and the pedestrian did not move out of the way with the rest of the crowd.
After striking the woman, the vehicle fled the scene. It was described as a blue or dark sedan with two chrome exhaust pipes on the rear-left side. Authorities believe it may have also been damaged on the right-rear side.
